In the scope of the project financed by GIZ ORF and jointly implemented by Standing Conference of Towns and Municipalities (SCTM) and Network of Associations of Local Authorities in SEE (NALAS) a Consulting Company will be engaged to provide a service of preparation of the Asset Management (AM) Report of existing AM practices in partner countries and international AM practices in EU, as well as to design the Municipal Asset Management Toolkit.
1. Assignment
The Consulting Company and relevant experts (expert in AM and expert in IT solutions related to AM) proposed by the company will be responsible to:
- Develop a concept and methodology for the survey on existing AM practices in partner countries, including IT aspects (existing IT solutions of the Public Utilities in regard to AM) and international practices in EU. In addition, the Consulting Company will develop a template for the National Report on AM practices in partner countries developed by each National Expert and Regional Report on AM practices.
- Develop ToRs for engagement of National Experts by respecting specifics of the partner countries. Each of the local government associations (LGA) will provide a template for tendering procedure, including the template of ToR, to the SCTM. This will serve as a base to the International consultants to adapt the ToRs for the particular LGA’s tender procedures of national expertise. The National Experts will be engaged by each LGA from particular project country, in close cooperation and consultation with SCTM.
- Develop a concept on Municipal Asset Management Toolkit including the IT aspects and utilization of the Toolkit’s content as a base for development of e-learning course.
- Develop the guiding questions for the testing / review / update of the Toolkit and organization of the update at a later stage of the project.
- Develop Agenda and facilitate the Round Table with National Experts.
The Round Table is an approach for presentation and discussion of:
- Asset Management Concept with particular attention to EU practices and trends,
- Survey concept, methodology and instruction for the National Experts for conducting of the survey.
- Concept of the Municipal Asset Management Toolkit
- Role of National Experts and guiding questions for the testing / review / update the Toolkit.
Participants of the Round Table: 7 National Experts, representatives of the national associations of the Public Utilities from respective countries, GIZ and NALAS.
- Coordinate the work of National Experts
- Collect, review and prepare the Report on existing international AM practices in EU.
- Collect, review and summaries the findings of the Assessment Reports of existing AM practices in partner countries developed by each National Expert.
- Draft and Finalize the Report on AM (existing AM practices in partner countries and international practices in EU) in English.
- Finalize the Municipal Asset Management Toolkit (based on the provided reports and feedback by National Experts) in English.
2. Minimum organization and consultancy requirements
Consulting Company
The Consulting Company as an entity shall possess the followings:
- At least five (5) years analytical experiences in water and sanitation sector at the local level;
- Experiences in the similar subjects and with international organizations will be additional assets.
Lead Consultant in Asset Management
Academic Qualification:
- At least Bachelor degree in Engineering, Economics, Management, Public Administration, Development studies and/or related fields.
Experience:
- At least eight (8) years of relevant professional experience Proven experience in at least three projects in water and sanitation sector in the region of SEE;
- Practical knowledge of asset management in the water and sanitation sector at the local level will be an asset;
- Experience in, economic surveys and data collection and analyses will be an asset.
Competencies:
- Excellent research and analytical skills related to governance and in the water and sanitation sector;
- Sound organizational, coordination and communication skills;
- Strong presentation and facilitation skills;
- Good knowledge of international development projects, particularly in water and sanitation sector at the local level;
- Computer literacy, particularly, with MS Office and
- Excellent command on both written and spoken English is essential.
Associate Consultant in IT aspects of Asset Management
Academic Qualification:
- A Bachelor degree in IT, management or related fields.
Experience:
- At least five (5) years of relevant professional experience; Strong software development background (at least three projects) with emphasis on designing and establishing a web-based database and web-based modules;
- Practical knowledge of asset management in the water and sanitation sector at the local level will be an asset;
- Experience in asset management surveys and data collection and analyses will be an asset.
Competencies:
- Strong writing skills including technical reports, general reports.
- Demonstrates sound knowledge and skills of data communications and software integration.
- Displays a good understanding of IT issues in the developing country.
- Excellent command on both written and spoken English is essential.
3. Duty Station
This assignment will be home-based and will require up to two travels of the consultants for field work to SCTM for Round Table facilitation and validation meeting and the end of the mission.
4. Documents to be included when submitting the proposal
For this Call bidders are expected to submit:
- Relevant professional experience: list of implemented projects, including short description and value, in the field of AM or related field
- Draft methodology for the survey of existing AM practices which should include organizational aspects (structure of the questionnaire and survey method) and analytical coverage (Institutional and legal framework, financial-investment aspect and accounting aspects, technical and planning aspects and IT/GIS/software aspect)
- AM expert and IT expert biographies
- Date of submission of the Report on AM practices (last date for submission July 15, 2014)
- Date of submission of the Asset Management Toolkit (last date for submission September 15, 2014)
- Total price for the development of the Report on AM practices and the Asset Management Toolkit. Total price should be calculated on the bases of number of days of engagement of each of the experts and man day price for each of the expert and should include travel and accommodation costs for two one day meetings in the Project region.

5. Value of the Service
Estimated value of the service is € 28000.
6. Evaluation criteria
In accordance with SCTM tendering procedures following criteria will be used to evaluate applications:
Economically most feasible application
- Price – 50 points (lowest price/offered price times 50)
- Evaluation commission grading
- Professional capacity (references and experts biographies) – 30 points
- Methodological approach – 20 points
