Public Call for Developing Action Plans of Open Government Partnership 2019-2020

Public Call for Developing Action Plans of Open Government Partnership 2019-2020

Within the project "Joint Development of the Action Plan of Open Government Partnership", towns, municipalities and town municipalities are invited to apply for the development of local action plans of the Open Government Partnership. The selected local self-governments will receive free professional assistance, which will be implemented in coordination with the Ministry of Public Administration and Local Self-Government.

The Republic of Serbia is a member of the international initiative Open Government Partnership (OGP). In 2016, the Open Government Partnership decided to expand its activities to the local level. One of the main reasons for the expansion of the Partnership to the local level is the fact that most of the government decisions are implemented at the local level, besides, public administration is the closest to the citizens at the local level.

The Government of the Republic of Serbia adopted the third National Action Plan for Open Government Partnership, the process was led by the Ministry of Public Administration and Local Self-Government, and for the first time, the Action Plan was developed in full coordination with civil society. This approach is directly supported by the Open Government Partnership and the World Bank, as a donor of the project: Joint Development of the Action Plan of Open Government Partnership. The project is implemented by a consortium of civil society organisations led by Civic Initiatives, and it is also made up of: Transparency Serbia, Education Center, Association of Online Media, National Parliament and Media Reform Centre.

By expanding to the local level of government, the Open Government Partnership aims to initiate a dialogue between citizens, civil society, the business sector and public administration in order to encourage activities that respond to the real needs of citizens, which is one of the main objectives of the initiative. Through this approach, government representatives, as a national authority, have the opportunity to learn and understand how changes are taking place in the daily life of citizens, or at the local level. Likewise, local self-government representatives will have the opportunity to learn from the experience of the state and government in the implementation of the national reform process.

The local self-government that wishes to apply for the development of the local action plan of the Open Society Partnership should send a completed application to the Civic Initiatives until 18 January 2019 at the following address: civin@gradjanske.org.
