Successfully completed project that improved municipal property management in Beocin and Sid

The final event marking the end of the project "Local Self-Government Property - an important link of local economic development Phase II" was held in Beocin on June 19, 2020 in the presence of representatives of the Standing Conference of Towns and Municipalities (SCTM), Municipality of Sid and the Center for Equal Regional Development. The project was implemented under the Exchange 5 Program, funded by the European Union from the allocation for IPA 2014, and implemented by the Ministry of Public Administration and Local Self-Government (MPALSG) in cooperation with the SCTM as implementing partner. The contracting authority for all grant scheme projects is the Ministry of Finance, i.e. the Sector for Contracting and Financing Programs from European Union Funds.

In the introductory address, member of the Municipal Council of Beocin, Maja Guduric, talked about the concrete project results that were achieved in Beocin.

"Thanks to this project, our municipality now has a complete picture of what its property is, what condition it is in, who the real estate tenants are, etc. In addition to updating the municipal records of real estate in public ownership, we have determined the market value for 68 buildings and 25 plots and entered data on municipal property in the central register of real estate in public ownership kept by the Republic Property Directorate", said Guduric.

SCTM Secretary General Djordje Stanicic also addressed the conference participants, emphasizing that the role of the SCTM as an organization of all local self-governments in Serbia is to push and support them to work as best as possible in the interest of their citizens, and that the Exchange 5 Program is a multi-year activity of the SCTM that should empower local self-governments to create better and higher quality bases for local economic development (LED).

On behalf of the project partners, the head of the LED Office of the Municipality of Sid, Branimirka Ridjosic, addressed the participants, emphasizing that the project contributed to the Municipality of Sid to dispose of its property in a more efficient and transparent manner.

"Although I believe that in the coming period we can expect both provincial and state aid, we must solve some of our local problems and needs independently, and for that we must have certain resources, so the project has contributed to dispose of our property revenues in a way that we contribute to our local economic development", said Ridjosic.

Executive Director of CenTriR and project manager Vanesa Belkic, expressed her satisfaction with the fact that CenTriR has been cooperating very successfully with the municipalities of Beocin and Sid for the last 10 years on the preparation and implementation of projects financed from IPA funds, as well as the fact that this project is the most demanding and the most complex project intervention they have ever implemented together. The complexity of the topic itself contributed to that - the management of municipal property, the importance of which is still not sufficiently recognized at the local level, so local self-governments in Serbia are still struggling with the initial steps in this area, namely the registration of public property rights and creation of up-to-date records of municipal property. At the very end of the conference, she presented the achieved project results and achieved indicators. Thus, those present could, among other things, hear that municipalities have created records of complete real estate they own, including checking the physical condition of 510 buildings in the field and estimating the market value of 150 buildings and 50 plots in public ownership, as well as entering these values in auxiliary books of fixed assets of the municipal budget. Also, for 15 illegally built public facilities, project-technical documentation was prepared and the legalization procedure was initiated, while in Beocin, 10.2 km of water supply network was recorded and documentation for registration in the cadaster of underground lines was submitted. The Municipality of Beocin can also be proud of a unique e-register of municipal property, which is available to the public on the official municipal website ( http://www.beocin.rs/registar).
