Designing innovative performance management methodology for greater accountability of local authorities in Serbia

The project "Designing innovative performance management methodology for greater accountability of local authorities in Serbia", funded by the British Embassy and the Fund for an Open Society, is the result of a joint initiative of the Standing Conference of Towns and Municipalities and PALGO Center.

The main objective of the project is to support local authorities in Serbia to improve the effectiveness and accountability towards citizens and users of their services through the development and implementation of performance management methodology in the following areas:

  • Local finances and local tax administration
  • Public services to citizens and businesses
  • Human Resource Management within the local administration
  • Local self-government property management
  • Transparency and accountability of local authorities towards citizens and users of services
  • Local Economic Development

The basic concept of the project consists in the development and institutionalization within SCTM, performance management methodology, and development of web platform that will allow cities and municipalities to carry out self-assessment of current capacities and identify the basic steps and resources needed for improvement in the selected areas.

As part of the project activities, the SCTM will provide consultancy support and develop and implement set of trainings for the application of the methodology and improvement of the effectiveness and accountability of local authorities in each of the selected areas.

Additionally, as part of the project activities, PALGO Center will provide direct support to local authorities in South Serbia and Sandzak in improving their efficiency through Municipal Support Packages in selected areas.

The project is being implemented in the period from August, 2012 to March, 2015.
