The ''Institutional Support to SCTM – Phase 3'' Project is a continuation of the two successfully implemented phases of institutional support to SCTM in the period 2010-2018. The project involves institutional strengthening of the Standing Conference of Towns and Municipalities as an association of local authorities, that is, strengthening the capacities of its members – towns and municipalities – in most important areas of their competence. The project lasts from 1 October 2018 to 1 October 2022.
The main objective of the project implementation is that the adopted national policies and laws are more responsive to the needs of local authorities, in order to improve their efficiency, accountability and readiness to respond to the needs of citizens.
The project contributes to this main objective on two levels:
As the Project is aimed at institutional strengthening of the SCTM, the project activities support the implementation of the SCTM Strategic Plan for the period 2018-2021, i.e. improving the position of local self-government in the most important areas of its functioning, which is being influenced by the process of comprehensive reform of public administration and European integration. Through previously established (committees, networks, consultative meetings, working groups, etc.), as well as additional, new mechanisms, SCTM will identify the needs and interests of its members, work on initiation and participate in the preparation of new laws and amendments to existing laws. The implementation of statutory obligations and responsibilities of local self-government will be supported through the conduct of workshops, the provision of models of local acts, the preparation of manuals and guides, as well as through some new mechanisms, such as the Law Alert system.
