Project “Human Resources Management in Local Self-government - Phase 2”

Project “Human Resources Management in Local Self-government - Phase 2” (12/2018 – 12/2021) is based on the achievements and challenges of the Project “Human Resources Management in local self-government” phase 1 (2016-2017). The HRM II Programme is financed by the European Union (EU) and the Council of Europe (CoE) and implemented by the Council of Europe in cooperation with programme partners: Ministry of Public Administration and Local Self-Government and Standing Conference of Towns and Municipalities. Project started on 19th December 2018 and will be completed on 19th December 2021.  

Through the first phase of the Project "Human Resource Management in Local Self-Government", Towns and municipalities in Serbia received significant support in establishing the function of human resource management and professional development of local officials. The first phase of the project supported all local self-governments (LSG) in Serbia to build capacities for human resource management system and professional development system. Municipal support packages were implemented in pilot municipalities and towns based on modern European experience in the field of human resource management. This knowledge was passed on to other LSGs in Serbia, through good practice experience. A series of trainings that covered all the key topics topics relevant for the establishment of a human resources management system were organised, and through advisory support, variety of questions regarding the implementation of the Law, raised by LSGs, were answered. . Also, as a very important mechanism of cooperation, the SCTM Human Resource Network was established. Through this Network, important information in this field are being exchanged on daily basis.

Project “Human Resources Management in Local Self-government - Phase 2” is a logical continuation in providing necessary support to towns and municipalities in further development and improvement of human resource management and professional development of local self-government employees.

Over the next three years, the Project envisages series of activities aimed to support towns and municipalities, as well as the National Academy of Public Administration as a central institution for training of employees in public administration, the Council for the Professional Development of Employees in LSGs and the Ministry of Public Administration and Local Self-Government.

Planned project activities will significantly contribute to the development and improvement of the human resources management process and system for professional development of employees in towns and municipalities, thus increasing the capacity of local self-government to provide quality services to citizens, all in accordance with the Public Administration Reform Strategy in Serbia.

The second phase of the project, in addition to the activities that will be implemented as an upgraded continuation from the first phase (trainings, packages, advisory support), also foresees entirely new activities that will be related to support to the Ministry of State Administration and Local Self-Government and the National Academy of Public Administration in the improvement training systems. Also, the second phase of the project introduces novelties such as:

  • Implementation of organizational support packages, which imply organizational and functional improvement of LSG in order to improve the overall functioning of the administration
  • On-Demand Local Government Support, which involves direct technical assistance to towns and municipalities in overcoming human resource management difficulties
  • LSG technical support for preparation and implementation of training programs
