Public Call for municipalities for expression of interest for conducting of social mapping methodology

Standing Conference of Towns and Municipalities – National Association of Local Authorities in Serbia (hereinafter: the SCTM) implements the project “Enhancing local capacities to implement the 2030 Agenda and the Leave No One Behind Principle”, in partnership with NALAS, the Network of Associations of Local Authorities of Southeast Europe. The project is implemented in cooperation with  Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ).

One of the project objectives is to strengthen the capacities of local self-governments to integrate the  Sustainable Development Goals and to apply the principle "Leave no one behind" in designing local policies and budgets.

Therefore, the SCTM is announcing a Public Call for municipalities for expression of interest for conducting social mapping methodology. 

Within this project activity, support will be provided to one municipality for conducting of social mapping methodology for the purpose of integrating data on particularly disadvantaged groups in planning and decision-making processes in the field of social protection.

The selected municipality will be invited to:

Participate at the online Social Mapping Training. The online training consists of 6 modules (each module lasting three hours) and will consecutively be delivered in the course of March 2021. It will be conducted in English and delivered by GIZ.

Conduct a social mapping (April - June 2021), supported by engaged local civil society organization/consultancy company.

In addition, the municipality involved in the social mapping will receive Technical Aassistance for integration of the key conclusions deriving from the social mapping in the strategic/planning documents in social protection area, provided by local civil society organization/ consultancy company engaged by the project (July – September 2021).

Assessment criteria

A Selection Committee will evaluate the Application forms submitted by the municipalities on the basis of the following criteria:

  1. The capacity of the municipality for implementation of activities in the field of social protection;
  2. Previous experience in implementation of relevant/similar activities and/or projects:
  • Adopted and implemented Social Protection Strategies/Social Protection Improvement Programs for 2019/2020 with a specific budget;
  • Involvement of the municipality in the implementation of measures for social prevention, provision of community services for vulnerable categories of citizens (children and families at risk, victims of violence against women and domestic violence, persons with disabilities, children from single-parent families, street children and children at social risk, people with addictions, elderly, people without personal documentation, etc.) as well as other measures in the area of social protection;
  • Established partnerships with institutions, civil society organizations, private sector, and experts with the aim of supporting vulnerable categories of citizens and/or providing services;
  1. The approach of the municipality in order to further improve the social protection at local level.

Application procedure and closing date

Interested municipalities must complete the Application form and submit to the SCTM. The deadline for submission of Application forms is 29 December 2020. In addition to the Application, the municipalities can submit documents that they consider relevant to the Call (programs, reports, links).
