Two cycles of training for communal militia

Standing Conference of Towns and Municipalities (SCTM) realized nine two-day trainings on the topic "Duties and authorities of the communal militia", within the program "Partnership for Good Local Government" which is supported by the Swiss Government and implemented by SCTM.

The first cycle of training was intended for communal militiamen from 23 towns/municipalities and was implemented regionally - in Belgrade, Niš, Novi Sad and Kraljevo, attended by 103 communal militiamen.

During October and November, the second cycle of five trainings was organized for the communal militia of the City of Belgrade, which was attended by over 130 communal militiamen.

The content of this cycle was adapted to the specifics and regulations related to the service of the communal militia of the capital city, i.e. the decisions of the City of Belgrade in accordance with which communal militiamen act, whereby special attention was paid to the provisions of the Decision on communal militia.

Topics included in the training were: duties and authorities of the communal militia, forms and methods of cooperation with the Ministry of Interior Affairs, authorized organizations, inspection services and citizens, respect for human and minority rights, control mechanisms for the work of communal militia, internal control, record keeping, strategic, annual, monthly and daily plan of the communal militia and the like.

The aim of the training is to improve the capacity of employees in the local self-government to perform duties of communal militia. Also, this activity was implemented as a pilot training, with the aim of training program being accredited, i.e., included in the Sectoral Program of Continuous Professional Development of Employees in Local Self-Government Units for 2024, whose adoption is expected in the following period.
