Cooperation Agreement between SCTM and the Serbian Ombudsman Association Signed

The Cooperation Agreement between Standing Conference of Towns and Municipalities (SCTM) and the Serbian Ombudsman Association was signed on December 3rd, 2025, during the Annual Assembly of the Serbian Ombudsman Association. The agreement was signed by Nikola Tarbuk, SCTM Secretary General and Miljko Valjarević, President of the Serbian Ombudsman Association.

The document establishes a framework for the continuous strengthening of the local ombudsman institution in the Republic of Serbia. Through joint efforts, the parties will work on improving the legal framework, developing strategic documents, and supporting local governments in the consistent application of regulations and standards in this field.

Cooperation will be carried out through regular communication, information exchange, joint public events, trainings, preparation of instructional materials, and the development of projects of mutual interest. Special focus will be placed on promoting good practices, strengthening inter-municipal cooperation, and connecting local ombudsmen.

The partnership will be based on equal opportunities, transparency, reciprocity, and mutual support. The parties will appoint representatives responsible for coordination, who will cooperate regularly to ensure the effective implementation of the agreed activities and the improvement of the system of access to information of public importance and personal data protection at the local level.
