Through the activities in the field of good governance, the SCTM is addressing the principles of good governance at the local level which include, among other things, responsibility, transparency, participation, equality and absence of discrimination, predictability, cost-effectiveness, effectiveness, and anticorruption.
SCTM actively cooperates with state bodies and institutions in charge of these areas, and above all with the Ministry of Public Administration and Local Self-Government, the Ombudsman, the Anti-Corruption Agency, the Commissioner for Information of Public Importance and Personal Data Protection, the Commissioner for the Protection of Equality, Office for Cooperation with Civil Society and other bodies and institutions.
Legislative framework
Since the principles of good governance, as a horizontal theme, are intertwined with all sectoral policies and procedures that are being implemented at the level of local self-governments, the regulatory framework covered by this area is very wide and diverse. However, some of the key regulations and strategic documents that point to the necessity of integrating the principles of good governance into the daily work of local self-government units are: Strategy of Public Administration Reform; Anti-Corruption Strategy; Development Strategy for E-Government; Strategy for Professional Development of Employees in Local Self-Government Units in the Republic of Serbia; Law on Local Self-Government; Law on the budget System; Law on Administrative Procedure; Law on E-Government; Law on the Anti-Corruption Agency, and other relevant regulations.
How SCTM contributes to good governance at the local level
SCTM intends to actively contribute to the creation of a favourable administrative and regulatory framework for the implementation of good governance principles at the local level, taking into account that the interests of local self-government units are adequately represented in the dialogue with national institutions. Through its activities, SCTM contributes to the development of the capacity of towns and municipalities to carry out activities in accordance with the principles of good governance in order to professionalize and modernize local self-government, and to carry out operations in a responsible, transparent, efficient, and effective manner ensuring equity and better quality of service to citizens.
The most important priorities of the SCTM in the coming period in this area are:
Support to the strengthening of local self-government capacity for implementing the principles of good governance and the development and implementation of specific local public policies and regulations in areas such as: transparency and participation, administrative efficiency, fight against corruption, anti-discrimination and gender equality.
