Exchange 4 is a 2-year programme funded by the European Union, managed by the Delegation of European Union in Serbia and implemented by the Standing Conference of Towns and Municipalities, national association of local authorities in Serbia. Тhe аim of EXCHANGE 4 programme is to contribute to the process of strategic changes at the local level through enhancement of administrative capacities and effectiveness of service provision by LSG units in Serbia in line with principles of national policies and EU practices.
The Programme supports capacity building of LSG units in the area of strategic planning and municipal project pipeline development, municipal finance and grant scheme implementation.
Standing Conference of Towns and Municipalities (SCTM) is a national association of local self-government units in Serbia which represents their interests before the state authorities and at the international level, supports promotion and capacity development of local self-government, fostering cooperation and dialogue among towns and municipalities and serves as a key factor in the flow of information and dissemination of knowledge about all issues of importance to local government in Serbia.
